  “14th Five-Year Plan”refers to2021~2025These five years. At last year's annual meeting, I talked about the importance of integration into the collective and having faith in the collective. As family members, we should love our families and shoulder our responsibilities; as company employees, we should love the company, have a sense of vocation, and be determined to share weal and woe; as citizens, we should love our country, have faith in the government and the Party, and actively contribute to the nation's development.

  2020Year will surely be a year recorded in history. The impact of the epidemic, great power game, and technological revolution, among other factors, have ushered in a major transformation unseen in a century. The world's political and economic situation is turbulent, and uncertainty continues to spread. In these times of great confusion, the "14th Five-Year Plan" points out the direction for China and the world. In the next five years, how will the world situation develop? What will happen to China? How will China meet the challenges? How will our company keep up with the times? Where is our way out? The "14th Five-Year Plan" outline provides the answers. Here are my learning experiences to share with you.

I.Analysis of the International Situation During the "14th Five-Year Plan"

  (a) The economic impact of the epidemic will not end in the short term.

  Although China has controlled the current epidemic situation relatively well, the whole world is still in a stalemate, with a stable daily increase of50ten thousand infected patients. We know that the situation in the United States is relatively poor, but Europe is even worse, and Japan is not doing well either. Due to the epidemic, global investment activities have declined sharply, the economy has shrunk, and the only thing that countries can do is print money. Western countries are now pinning their hopes on vaccines, but experts predict that vaccines may have some effect, but they will not be able to completely change the situation. Optimistically, it will take at least three to five years to control the epidemic, and up to five to eight years. Therefore, we must be prepared for a prolonged economic downturn. The impact of the epidemic on the economy is mainly twofold: firstly, a prolonged economic downturn, investment should be cautious, for example, the oil market is already severely oversupplied, if we invest in another oil refining project now, it will be difficult to have a good return after it is completed, and the project may close down on the day of its completion. Secondly, the global inflation risk is high, assets are becoming less and less, but money is increasing, and the measure to prevent risk is to hold as little US dollars as possible, and to use RMB as much as possible in international trade, and alsoappropriatelyallocate resources and precious metal assets (silver is better than gold).

  (b) The Sino-US game has entered the stage of strategic counterattack.

  The epidemic has caused the United States3000tens of thousands of people infected,56tens of thousands of deaths. The facts also prove that the US government has never cared about the lives of ordinary Americans. The Sino-US game is a comprehensive competition, a struggle for the path of human civilization development, the epidemic has intensified the Sino-US game, and also accelerated the decline of the United States, exposing the nature of the US paper tiger. The Sino-US game is also a protracted war, in the short term, the United States' leading strength in military, technology and finance is difficult to shake, the United States will not take the initiative to abandon the containment of China, only when we have completely defeated the United States, the situation can be improved.

  (c) The technological revolution is making rapid progress.

  Artificial intelligence, new energy, new materials, quantum communication, life sciences, genetic breeding, blockchain and other fields will experience rapid development, and two-thirds of traditional industries will be disrupted or disappear.

  In short, under the combined action of the epidemic, the Sino-US game and the technological revolution,during the "14th Five-Year Plan" period, the global political and economic situation will be in a state of extreme turbulence and uncertainty, global investment will shrink, and the risk of inflation will be high; the United States will rally its allies to suppress China, and under the influence of external forces, the Chinese government will pay more attention to people's livelihood and development, and internal unity will be strengthened, and its strength will continue to grow steadily. This is the overall situation of the major changes unseen in a century.

II.Judgment of the Overall Domestic Situation During the "14th Five-Year Plan"

  The overall domestic situation during the "14th Five-Year Plan" can be summarized in three sentences: opportunities and challenges coexist, opportunities outweigh challenges, and renewed glory is expected.

  (a) China's development foundation is strong, mainly manifested in five aspects

  (2) Difficulties and risks are highlighted.

  1.Pressure from external sources. Mainly from the United States and the group of developed countries. Domestically, this is manifested in issues related to Hong Kong, Taiwan, Xinjiang, and Tibet, undermining our stable and united social situation; then there is the incitement of disputes in surrounding areas, such as the South China Sea and related countries, Sino-Japanese and Sino-Indian territorial disputes, undermining our peaceful relations with neighboring countries; and also suppressing high-tech companies in global trade, sanctions, and blockades, etc.

  2.Internal risks, and increasing social contradictions. The widening gap between rich and poor, changes in people's satisfaction with their lives, and the timeliness and openness of social media have further increased the difficulties of government governance and the probability of mass incidents.

  (3) Strong leadership of the Communist Party of China, ensuringThe goal of social and political stability and renewed economic brilliance during the 14th Five-Year Plan period is achievable.

  The Communist Party of China is the strongest political party in the world, bar none. Not only because the Communist Party of China has the largest number of members(9000more than)and the largest assets(5000billion), but also because it has political power and the military, and more importantly, because the ideals of the Communist Party of China are great and its path is correct.

  Since its founding, the Communist Party of China has establishedthe great original aspiration of "seeking happiness for the people, rejuvenation for the nation; seeking common prosperity for the world, and peaceful development for humanity." Since its founding100years, it has led the Chinese people to create two great miracles: first, leading the Chinese people to stand up, and second, leading the Chinese people to become prosperous.   Whether an organization, a country, or a company can be trusted depends mainly on the following points: First, great ideals; second, clean politics (that is, treating the people as human beings, humanity); third, a lean organization; fourth, a tenacious style; fifth, everything for the people, and wholeheartedly relying on the people.

The development of key core technologies independently and with self-reliance will be elevated to the supporting position of national development strategy, which is also known as anti-blockade. First, there will be changes in the innovation system, important topics will be approached using the method of "revealing the list and taking on the challenge", the mechanism for selecting innovative talents will be improved, the main position of enterprises in innovation will be upheld, and the enthusiasm and investment in innovation throughout society will be increased. Artificial intelligence, quantum communication, integrated circuits (chips), life health, brain science, biological breeding, aerospace technology, deep earth and deep sea are all key areas.

  8The direction of green development. This includes how to transform green mountains and clear waters into mountains of gold and silver, how to achieve carbon peaking and carbon neutrality, and promoting an energy-saving society.

  Among these are the following major opportunities: Firstly, addressing the issues of rural land, pesticides, fertilizers, and heavy metal pollution; secondly, energy conservation and emission reduction, with per-unitGDPenergy consumption andCO2emissions decreasing by13.5%and18%; thirdly, promoting an energy-saving society. There are enormous opportunities in recyclable packaging and urban water conservation.

  Although the global political and economic situation is in a period of extreme instability and uncertainty, China, as a ship, is steadily sailing towards a bright future. China's security, stability, and economic prosperity are promising. Clean energy and carbon neutrality are long-term tasks for the future, therefore, Hebei's refined tomorrow will undoubtedly be very bright.!

  Happiness does not fall from the sky; it requires our joint efforts to create. In the future, we will strengthen our work in the following areas.

  (1) Strengthen situational analysis and industrial development trend analysis. Keep up with the trend and improve the ability to seize opportunities. Energy conservation and emission reduction, carbon neutrality, green agriculture, and clean cities are all areas relevant to our technology.

  (2) Pay attention to the internet+and transform our products, services, and marketing towards digitalization.

  (3) Focus on innovation, continuously increase research and development investment, develop analytical and experimental methods to become industry-leading, steadily consolidate the provincial key laboratory, strive to create a national key laboratory, aiming at high-quality development in petrochemicals, energy conservation and emission reduction, carbon neutrality and a green China, and developing new technologies and products.
